Criminologist (a what??) thinks he has done this sort of thing before.
I wouldn't be too sure. I'm not saying he has likely been a model citizen up to the point he kidnapped, raped and murdered poor Sarah, but his methods seem pretty amateurish to me. It all unravelled and he was caught very easily. Rented a car under his own name. Left a trail when buying his kill kit. He even disposed of her body just yards from his own land, or something. Not exactly a master criminal.

Now that the sentencing has been carried out and the case is closed I am sure the media will be pursuing the issue regarding what was known, by the Police, of Couzens’ behaviour which indicated he was a wrong un.

The original meaning of the phrase remains its developed meaning. Everyone who's commented on the use of the phrase on this thread has understood it the same was as the dictionary definition I've quoted.
I've written for several national newspapers but moved on to writing less interesting commercial documents for the last 15 years so I don't claim to be a journalist. But I do know what phrases mean and how they are commonly understood.
If you think a phrase means X and everyone else thinks a phrase means Y then perhaps it's you whose understanding is the outlier.
There is a section of the public - predominantly woke activists who you see as talking heads on the telly - who might conclude the same thing re "wrong place wrong time" being victim blaming. These people are not representative of the vast majority of the country in their understanding of the English language as they are deliberately misinterpreting the developed, understood meaning of a phrase in order to performatively demonstrate how woke they are.
I say that as a massive lefty.
